Moscow has been named the top Russian city according to the urban environmental quality index for 2021. In addition to Moscow, the top five cities included St. Petersburg, Kazan, Nizhny Novgorod, and Rostov-on-Don.
The city quality index is prepared annually by the Federal Ministry of Construction. The assessment consists of six factors: housing and adjacent spaces, landscaped areas, the road network, the public, business, social, and leisure infrastructure, as well as the quality of public space.
Programs aimed at the improvement of public spaces, the modernization of housing and communal services, and the development of transport and social and leisure infrastructure have helped to make Moscow more comfortable.
